Our History GEM & Associates is a national minority-owned consulting firm and a leading provider of quantification and management solutions for all facets of small business operations. Founded in 1989 by its principal, Guillermo "Billy" E. Mendoza, GEM & Associates specializes in human capital development. Its goal is to help clients establish and maximize the connection between personal growth, bottom line profitability, and stakeholder value. The goal is driven by the underlying core assumption that growing and developing people has become the prerequisite for organizational success.
